About

A institute For Advance Studies and Cooperation Platform for Science, Innovation, and Regional Connectivity

The Quantum Balkan Initiative (QBI) is a strategic platform launched under IASC to position Southeastern Europe within the emerging global quantum ecosystem in collaboration with the Vernewell group. Conceived as a regional hub, the Initiative brings together governments, universities, research institutions, and international partners to understand, prepare for, and responsibly integrate quantum sciences and technologies. It is not a single event, nor a theoretical program. It is a structured framework for cooperation, innovation, and long-term preparedness.

Why Quantum – Why the Balkans Quantum technologies are rapidly redefining:
• Cybersecurity and post-quantum encryption
• Digital infrastructure and sovereign communication
• Advanced computing and artificial intelligence
• Quantum biology and medical research
• Cognitive sciences and neurodiversity research

As global standards evolve, regions that coordinate early will strengthen their resilience and competitiveness. The Balkans — historically a bridge between civilizations — now have the opportunity to become a bridge in the quantum age: connecting regional capacities with European and global quantum networks.

Founding Focus
With Tirana serving as the founding seed location for the formal presentation of the Initiative on 24 April. The platform remains open to broader regional and international collaboration.

Core Areas of Engagement

Quantum Science & Research Integration

A cross-disciplinary forum connecting physics, biology, computing, neuroscience, and complex systems research.

Post-Quantum Security & Digital Sovereignty Dialogue and cooperation with governmental authorities on quantum-safe cryptography and resilient digital infrastructure.

Innovation & State Collaboration
Structured interaction between ministries, institutions, and scientific communities to align innovation policies and strategic foresight.

Education & Workforce Development University partnerships and youth initiatives to cultivate a quantum-literate generation prepared for emerging technologies.

Ethical & Human-Centered Innovation Integration of governance principles ensuring that technological acceleration remains aligned with human dignity, peace, and regional flourishing.

A Regional Gateway to Global Cooperation The Quantum Balkan Initiative is designed as:
• A coordination platform among Balkan states
• A connection point to European and international quantum programs
• A bridge toward global research institutions and innovation ecosystems
• A neutral forum for intergovernmental and institutional dialogue

By working together regionally, Balkan nations can engage globally with greater coherence, visibility, and strategic strength.

Structured Activities
The Initiative will develop through:
• Academic roundtables
• Ministerial dialogues
• Public conferences
• Strategic working groups
• Annual Quantum Gala gatherings
• Research and cooperation memoranda

Each gathering contributes to a long-term architecture of collaboration rather than isolated events.

Moving Forward
The launch of the Quantum Balkan Initiative marks the beginning of a structured process:
• Institutional engagement
• Scientific coordination
• Regional alignment
• International outreach
The objective is clear:
to prepare responsibly, to innovate collaboratively, and to position the Balkans as an active participant in the global quantum transformation.
