Global Constitutionalism as a Technological Infrastructure for Peace, Regeneration, and Human Flourishing

1. Executive Vision – The Origin and the Mission

For the first time in human history, humanity possesses not only the ethical awareness of its shared destiny, but also the technological capacity to give that awareness a constitutional and operational form.

The Institute for Advanced Studies and Cooperation (IASC) has, since its inception, pursued a vocation of bridge-building across disciplines, cultures, and institutions. The present Constitutional Charter emerges as the institutional maturation of that long-standing mission: the outcome of years of reflective work carried forward by the IASC World Changers community through sustained dialogue and intellectual collaboration at Casina Pio IV in Vatican City.

A first draft was developed in continuity with the constitutional thought of Professor Luigi Ferrajoli, adopting a garantist approach aimed at anchoring political power to enforceable rights, effective safeguards, and shared responsibilities. Building on this foundation, Professor Gabriele Pao-Pei Andreoli and Professor Alberto Contu advanced a second stage of development, shaping a strengthened Charter and an Addendum aligned with the publication World Federal Constitutionalism and Power Technologies in the Quantum Age, released in January 2026. Together, these contributions constitute the initial normative corpus of a broader initiative: to restore international trust and to articulate an ethical and regenerative policy architecture capable of addressing the risks—and the possibilities—of the contemporary technological era.

This first block of work was formally presented in Vatican City on 17 January 2026 to His Eminence Cardinal Pietro Parolin, Secretary of State of the Holy See. It was subsequently introduced in Washington, D.C., on 22 January 2026 during the Spiritual Diplomats Conference on Capitol Hill. On 23 January 2026, the document was presented and formally endorsed at the Capitol Hill Club by Professor Andreoli, Pastor Burns (spiritual guide to President Donald Trump), and representatives active within the international arena. Later that same day, the text was further discussed at the Washington Press Club with Kathleen Rogers, President of EarthDay.org.

Through these milestones, the journey toward rebuilding international trust—through constitutional commitments, ethical governance, and regenerative responsibility—has begun.

2. From Moral Vision to Executable Architecture

Throughout history, constitutional projects for peace have failed not because of a lack of ideals, but because of a lack of trustworthy infrastructure.

Treaties were violated.

Agreements were manipulated.

Institutions were captured by asymmetries of power.

What changes today is not human nature, but the architecture of trust itself.

The constitutional vision articulated within Vatican City and advanced through international dialogue can now become executable, not merely declarative.

This project proposes a constitutional technological layer that is:

  • technologically incorruptible,
  • politically neutral,
  • juridically guaranties,
  • morally and humanly anchored.

3. Why a Neutral and Extraterritorial Seat Is Essential

To safeguard credibility, sovereignty, and universal participation, the constitutional infrastructure requires:

  • a physically and legally protected location,
  • a neutral and extraterritorial institutional status,
  • sovereign-grade data and server infrastructure,
  • absolute protection from:

    • unilateral political pressure,
    • cyber intrusion,
    • economic or military coercion.

4. The Core Technological Pillars

4.1 Quantum and Post-Quantum Security

  • Protection of constitutional data against present and future threats
  • Immunity from state and non-state cyber dominance
  • Long-term integrity of treaties, charters, and constitutional commitments

4.2 Ethical and Constitutional Artificial Intelligence

  • AI not as a decision-maker, but as a guardian of constitutional coherence
  • Monitoring compliance with shared principles
  • Prevention of systemic abuse and concentration of power

4.3 Decentralized Blockchain Governance

  • Distributed legitimacy rather than centralized control
  • Transparency without surveillance
  • Trust without domination

Together, these elements form a constitutional operating system for peace.

5. Federalism of Cooperation, Not Domination

This project does not establish a world government.

It establishes:

  • a federal framework of voluntary adhesion,
  • a functional and non-territorial confederation,
  • a garantist architecture inspired by constitutional theory and enabled by technology.

Each State remains fully sovereign.

What is shared is the infrastructure of peace, rights, responsibility, and cooperation.

6. The Synthetic Intelligence Embassy: A Constitutional Institution

Within this constitutional framework emerges a new institutional form: the Synthetic Intelligence Embassy.

Definition

The Synthetic Intelligence Embassy is a confederal, decentralized, and garantist institution tasked with governing artificial intelligence as a constitutional infrastructure for peace, cooperation, and the flourishing of humanity and the Earth.

It is not an extension of State power, nor a private technological body, but a constitutional institution at the service of the international community.

Core Functions

  • Constitutional custody and certification of AI systems
  • Continuous ethical-juridical auditing
  • Algorithmic diplomacy for peace and conflict prevention
  • Protection of human, digital, and cognitive rights
  • Safeguarding the right to non-manipulation

In this sense, peace becomes:

a permanent global public service, grounded in law, technology, ethics, and civic responsibility.

7. From Sustainability to Flourishing

The project deliberately moves beyond the paradigm of mere sustainability.

It is designed to enable:

  • regeneration of the Earth,
  • flourishing of sciences and arts,
  • ethical technological development,
  • human dignity across generations.

Peace is no longer understood as the absence of war, but as an active, intelligent, and generative infrastructure.

8. An Open Invitation to States and Institutions

This initiative is conceived as an open constitutional process.

All States, institutions, and responsible actors are invited to:

  • adhere voluntarily to the constitutional framework,
  • participate in its governance,
  • contribute to the construction of a shared infrastructure for peace and regeneration.

This is not a request for endorsement alone.

It is an invitation to co-found a new chapter of global cooperation.

When ethics finds infrastructure, peace becomes durable.

When technology is guided by dignity, power becomes service.

When sovereignty cooperates, humanity flourishes.

Foundational Role of the Addendum

The Constitutional Addendum, the first and foundational articulation of the Constitutional Charter for Peace, Regeneration, and the Flourishing of Mother Earth and Humanity. It establishes the general framework, guiding principles, and methodological orientation from which the constitutional process shall evolve as a Living Constitution, capable of adaptation, refinement, and progressive implementation.
2. Constitution as a Living Instrument
The Constitution is conceived not as a static legal text, but as a living, evolutionary instrument, developed through continuous interdisciplinary dialogue, scientific advancement, ethical discernment, and institutional cooperation. Its normative body shall be progressively elaborated, updated, and enriched through the work of dedicated Commissions, Councils, and Scientific-Ethical Bodies established under its authority.
3. Origin and Ethical Legitimacy
This constitutional pathway originates from a sustained process of reflection, dialogue, and cooperation developed within Vatican City, and in particular through the work of the Institute for Advanced Studies and Cooperation (IASC) and its World Changers initiatives. It is grounded in the principles of garantist constitutionalism, human dignity, responsibility toward future generations, and the moral imperative to safeguard peace, life, and planetary integrity.

The volume proposes a world-federal, ethical-guarantor constitutional architecture that treats advanced “power technologies”—including artificial intelligence, quantum computing, post-quantum security, and decentralized digital infrastructures—not merely as tools, but as constitutional infrastructures shaping sovereignty, rights, and peace. By integrating constitutional theory with technological governance and ethical responsibility, the book outlines a concrete confederal pathway for global peace, regeneration, and human flourishing.
