The Institute for Advanced Studies and Cooperation (IASC) formally presented in the United States the First Draft of the Constitutional Charter for Peace, Regeneration and the Flourishing of Mother Earth and Humanity, a Federal and Garantist Framework designed to respond to the systemic challenges of the technological, geopolitical, and ecological age.

The presentation took place on 23 January 2026 at the Capitol Hill Club, following a series of high-level institutional and interfaith engagements in Washington, D.C.

The Charter is based on the recently published work
World Federal Constitutionalism and Power Technologies in the Quantum Age – An Ethical-Garantist Compendium for World Peace, released on 20 January 2026, and represents the first articulated draft of a constitutional pathway aimed at peace as a structured, safeguarded, and regenerative global infrastructure.

From Vatican City to Capitol Hill: An Institutional Continuum

On 17 January 2026, Gabriele Pao‑Pei Andreoli, President of IASC, formally presented the constitutional vision in Vatican City to Pietro Parolin, Secretary of State of the Holy See, seeking guidance on the ethical, institutional, and spiritual dimensions of the proposed constitutional process.

The U.S. mission continued on 22 January 2026 at the International Interfaith Conference “United in Liberty: The Rise of Spiritual Diplomats”, held within the U.S. Capitol complex. The gathering brought together spiritual leaders, diplomats, parliamentarians, ambassadors, scholars, and civil society representatives committed to peace beyond ideology and power politics.

On 23 January 2026, the constitutional draft and its implementation roadmap were formally introduced to policymakers, institutional leaders, and international stakeholders at Capitol Hill.

A Constitution Made Possible by Technology—Bound by Ethics

During his address, Professor Andreoli emphasized that for the first time in human history, a confederative constitutional framework for peace is technically feasible, due to the convergent use of:
• Quantum computing and post-quantum encryption, ensuring long-term security and trust;
• Ethical synthetic intelligence, supporting decision-making while preserving full human accountability;
• Decentralized blockchain infrastructures, guaranteeing transparency, traceability, and institutional integrity.

This convergence enables peace to evolve from a moral aspiration into a verifiable, enforceable, and regenerative constitutional architecture, grounded in garantist principles, limits to power, and the protection of human dignity and planetary life.

Objectives of the U.S. Mission

The United States presentation marked a strategic step toward:
• The establishment of an International Scientific and Ethical Board;
• The creation of thematic constitutional commissions (law, technology, security, economy, environment);
• The initiation of pilot frameworks for implementation and international cooperation;
• The invitation to institutions, states, and leaders of conscience to engage in a shared constitutional process for peace.

Distinguished Participation

The Washington events brought together a broad and diverse group of participants, including:
• Members of national parliaments and diplomatic representatives;
• Interfaith leaders, including Christian, Jewish, and Islamic authorities;
• International ambassadors and civil society leaders;
• Technology, policy, and governance experts.

Among those acknowledged were prominent representatives of the Spiritual Diplomats initiative, including parliamentarians, senior religious leaders, and global figures committed to faith-led diplomacy and peacebuilding, as well as internationally recognized innovators and futurists such as Brock Pierce.

It does not impose sovereignty transfers but establishes a shared constitutional horizon for cooperation, peace, regeneration, and human flourishing.

As stated during the Washington presentation:

“Peace must become a strategic infrastructure—ethically grounded, technologically safeguarded, and institutionally guaranteed.”

The IASC will continue this international constitutional journey through further consultations, scientific collaboration, and institutional dialogue in Europe, the Middle East, Africa, and the Americas.
